  1. Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan or line it with parchment paper for easy removal.
  2. In a large mixing bowl, sift together the flour, sugar, cocoa powder, baking soda, and salt.
  3. Make three wells in the dry ingredients. In one well, add the vanilla extract; in another, add the white vinegar; and in the last, pour in the vegetable oil.
  4. Pour the water over all the ingredients in the bowl. Using a whisk or a wooden spoon, mix until just combined. Avoid over-mixing; you want a nice, fluffy cake texture.
